Hexes and curses. Contentious topic. The Light Brigade would have you believe that hexes and curses are forbidden to "true" witches. Actually, the opposite is true.
A Witch's primary function is to serve and protect, family and friend. This whole Law of Threefold or Law of Return is, to be quite blunt, bullshit. There is no such law, never has been, never will be. It is simply New Age Propaganda masquerading as witchcraft.
With that said, it is important to remember your rudamentary high school physics and Sir Isaac Newton's law: To every action there is always an equal and opposite reaction. Now those words should be your guideline, not some silly Threefold garbage. Hexes will NOT return to you threefold. They won't return to you at all, if you know what you're doing.
Understand basic laws of energy because that is with what you are working, energy. Electrical impulses? Kinetic? Nobody knows for sure as yet. Science has yet to catch up in this area.
If you start throwing negative energy around, willy-nilly, with no clear plan or intent, then the odds that the energy will return home is a pretty safe bet. If, on the other hand, you have a plan, you have the intent and methods to execute your plan, safely and effectively, then you have no worries in that regard.
The pop-philosophy that seems to have gripped the Neo-Pagan community would have you believe that curses and hexes are bad things. That when faced with adversity, that when faced with an identifiable enemy, one must choose the road of peace. Turn the other cheek, to coin a phrase. And that phrase epitomizes all that has gone wrong with the Neo-Pagan communities across the board. The retention of Judeo-Christian religious baggage.
As Neo-Pagans, as Witches, we have no need for Judeo-Christian philosophies. Turning the other cheek is just the sort of baggage that we need to shed, and quickly.
Protecting hearth and home should be the ultimate goal of every practicing Witch. If that means hurling a well-thoughtout curse at an enemy of the hearth and home, then so be it. Hurl away.
